On this page you can find current council documents. They are all downloadable as PDFs. Documents which are dated pre 2021 and those which are created from spreadsheets may not be fully accessible.

Transparency Code

Financial Matters:  See separate Finance Section Below.


Parking Account:  Local authorities must publish the number of marked out controlled on and off-street parking spaces within their area, or estimate the number of spaces where controlled parking space is not marked out in individual parking bays or spaces. This must be published annually.

 

Blackwell Parish Council has no on-street parking or Pay and Display parking spaces in the parish.

 

Car parking is available at the following venues and is intended for users of those facilities only:


Blackwell Community Centre - Number of spaces 12

Hilcote Community Centre - Number of spaces 15

Newton Community Centre - Number of spaces 16

Scanderlands Recreation Ground - Number of spaces 12

Charnwood Recreation Ground - Number of spaces 16 (approx)


Senior Salaries and Pay Multiple

Local authorities are required to publish details of any senior employees earning over £50,000 per annum. This must be published annually.

 

Blackwell Parish Council has no staff earning in excess of £50,000. 


Expenditure exceeding £500

Local Authorities must publish details of each individual item of expenditure that exceeds £500. This includes items of expenditure consistent with Local Government Association Guidance.

 

Blackwell Parish Council Publishes all transactions. See the separate Finance section below.


Social Housing Asset Value

Local Authorities must publish details on the value of social housing assets within local authorities housing Revenue Account. This must be published annually.

 

Blackwell Parish Council does not hold any Social Housing Assets. 


Trade Union Facility Time

Blackwell Parish Council does not have any Trade Union Representatives

 

 Constitution

Local authorities must publish their constitution on their website. This must be published annually.

Local authorities must publish details of all land and building assets. This must be published annually.

Grants to Voluntary, Community and Social Enterprise Organisations

Local authorities must publish details of all grants to voluntary, community and social enterprise organisations.

Government Procurement Card Transactions


Blackwell Parish Council does not have a Government Procurement Card.


Procurement (Contract) Information

Local Authorities must publish details of every invitation to tender for contracts to provide goods and/or services with a value that exceeds £5,000, publish details of any contract, commissioned activities, purchase order, framework agreement and any other legally enforceable agreement with a value that exceeds £5,000.

Waste Contracts

Local authorities must publish details of their existing waste collection contracts at the point they first publish quarterly contract information. This is a one-off publication.

Organisation Chart

Local authorities should publish:

  • charts including all employees in the local authority whose salary exceeds £50,000
  • the salary band for each employee included in the chart(s)
  • information about current vacant posts, or signpost vacancies that are going to be advertised in the future
